Yes, a noun must come after "on", but "accommodating" and "traffic" combine to make a short phrase which is treated like a noun. That does not preclude "accommodating" from being used as a verb within the short phrase. Ask yourself is this: is the traffic being described as an accommodating type of traffic or is the priority (emphasis) being put on the act of accommodating traffic?
